Need help with this movie

Greetings. This is my first post (I am sure you are all dying to know). Here is the issue. Back in the eighties, I watched some cheap movie on TV where masked bandits kidnap a woman and her kids (it was a foreign film) and they shove them into some cave with water, then they dive under a rock to get to the other side. I recall one girl was too scared to dive and almost drowned the instructor. I also remember a detail where an old man or woman gets shot in the crossfire. Does anyone recognize this low-budget trash thriller? It is important to me because I have been wondering about it for years. Thanks a hell of a lot.

Man, I remember that movie too...
It was such a tense, gripping watch, and they actually managed to
escape that cave at the end... but unfortunately, the title is slipping my mind right now.
All I know is that it’s an Australian film.

Wait, wait... and do they use some kind of DIY Boy Scout gear to make weapons? Like, using sharpened pencils to make arrows or little spears out of sticks to attack the bandits? Something like that?
