Good afternoon, I’m looking for some advice on who to contact and how to handle a situation...

There is a small local convenience store right in front of our house.
From 7:00 AM until late at night, local drinkers constantly congregate there.
They buy beer or bottles of hard liquor, then sit on the low wall to drink right in front of the shop or off to the side (depending on where the shade is). Just before the store closes, they stock up, and then the gathering continues well into the night—sometimes until 2:00 or 3:00 AM, regardless of whether it's summer or winter. Of course, it's always accompanied by shouting, music blaring from cars, and people littering or burping everywhere around the shop and the nearby playground.
As for the filth and the trash left behind, it's honestly beyond words.
We tried reporting this to the local township, but the sanitation officer who showed up actually ended up sitting down and having a drink with them. We’ve also tried calling the police when their patrol car passes by, but the drinkers just hide themselves or stash the alcohol as soon as they see the lights. It’s getting worse every single day, and the numbers are growing; it's becoming a genuine problem.
My question is: how can we put an end to this? Who should we be reaching out to?
This is all happening in the outskirts of Cleveland..
