Lumber mill in my neighborhood

So, I’ve run into a totally unexpected headache. My neighborhood is pretty rural, but we’re currently going through a massive wave of rapid development. Single-family homes are popping up everywhere, and now they've even added an apartment complex.
But here’s the kicker: someone just started building a sawmill right in the middle of all these residential properties.
Is there any way to actually shut this down?

If the guy holds a valid building permit for that sawmill, I don't see any legal grounds you'd have to shut him down.

I suspect they don't have the permit, but since this is all still pretty new, I’ll need to double-check.
What should the next steps be if it turns out they're operating without authorization?

If they don't have a permit, just report them to the local building inspector.
