Apple TV setup and tips?

Does anyone know if Apple can actually remote-lock an Apple TV using just the serial number? A buddy of mine had his luggage swiped at the airport—new Apple TV inside—and I'm wondering if there's any way to freeze it, or does it have to be already set up and active to do anything?

If it isn't activated, there's no way it works.
