Best software for file recovery?

Anyone know a decent program for recovering deleted files? I mean, if it's even possible after a full disk format.

I see there's a similar thread floating around, but I'm dealing with something else entirely. I'm on the hunt for some solid software to recover data from SIM cards. I've already got a SIM card reader, but if anyone knows of a killer program...
I tried using Doctor Recovery, but honestly, it just didn't do it for me. Not feeling it at all.
Any leads would be huge.

Just a word of advice: stop downloading software claiming to be from Doctor Recovery; it’s an absolute waste of time.

I tried using Recuva, but frankly, it didn't meet my expectations. I wasn't satisfied with the results.
