Bumping locked threads by ignoring the rules?

Is it actually possible for a regular user to start a thread that’s already locked? Like, one where there's a literal padlock on it?
I’m pretty sure the answer is a hard no. But I saw someone claim they did it by accident because they just didn't realize what was happening, so now I'm wondering if there's any truth to that at all.

Here's the part they said:

...I ended up starting a locked thread. I didn't notice the padlocks, and even if I had, I doubt I would've known what they meant.

So, is there any way that could have happened? 😕

Yeah, I’m with you on that—it's pointless. What’s the point of having mods if all they do is lock and unlock threads

but then why would someone claim they got banned just because they bumped a locked thread by missing a mod's call😕 🤷
