I'm still running Windows XP on this machine, and it's been installed for quite some time now.

The issue kicks in once the system successfully boots up to the desktop.
Everything looks fine at first, but then I find myself unable to open anything—not a single folder or application.
That dreaded spinning loading icon just appears and hangs there indefinitely.

You basically answered your own question there—if those systems have been running Windows XP forever without a wipe, they're probably crawling with junk, viruses, or some other kind of malware. Honestly, just formatting the hard drive and doing a fresh installation of Windows should clear everything right up.
