GPU cooler replacement/upgrade?

Hey everyone. So I've got this GTX 1050 ti 4 sitting in my rig, and I noticed something weird when I boot up. The fan starts spinning right away, but then after just a few seconds, it completely stops. Is the thing actually busted, or is it just designed to kick in only when things start getting hot?

It only kicks in when necessary... that brief spin at startup before everything goes quiet is perfectly normal behavior for cards with a zero RPM mode.
