Duplicate the base layerβ€”select the area you want to work onβ€”then go to Filter and select Liquify.
A new window will pop up with all your tools at hand.

To get that enhanced cleavage look, grab the Bloatware tool (B), set your brush size, and just hold it down.
Just be careful not to break them...😬
