Issues installing programs on Windows 10

Hey everyone, I just picked up a brand new Dell laptop, and it’s running a fresh install of Windows 10 Home. I’ve run into a frustrating wall with installing certain programs—it’s like they just refuse to take hold. For instance, when I try to run the uTorrent .exe file, the installer starts to kick off, and then—poof—everything just vanishes into thin air without ever actually launching the installation wizard. It’s the same story with my printer software; I get an error message right in the middle of the process (I've included a link to a screenshot below). The weird part? I can actually print just fine, but I can't get the actual software installed. To be clear, I'm downloading everything directly from the official websites. Looks like you're just missing that .cab file based on that screenshot.
It could be your antivirus acting up and tossing it into quarantine or something...

Check out this folder: \AppData\Local\Temp\7z2435\ and see if that x86-64.cab is actually sitting there when the error pops up.

Try heading over to that location: \AppData\Local\Temp\7zS2435\ and check if that x86-64.cab actually exists when the error pops up.

The file is definitely there. But even when I try running the corresponding .msi file, it just keeps throwing different errors at me.
