.NET Framework error - game won't launch

So, I'm trying to get A. Noire up and running, but the game just hits me with this error saying I need to install .NET framework v2.0.50727 first.

The real headache is that whenever I try to grab a .NET pack—specifically 2.0 SP1 in this case—the installer won't even start! I click the .exe and... nothing. Absolutely zilch. And look, I know the .exe is legit, it's just that I didn't grab it directly from the Microsoft site because their download button wouldn't even trigger for me. I even tried going through the "Turn Windows features on or off" section in the Control Panel to check everything related to .NET, but after I rebooted, it acted like it was running a Windows Update, only to end up right back where I started.

Seriously, what am I supposed to do here? This 2.0 SP1 installation just refuses to launch. I'm running Windows 8.1 64-bit.
Just to be clear, the game worked perfectly fine last summer, but I had to wipe it to clear up some disk space. The .iso is identical to the one I used before, so why on earth is it acting up now?

edit: Now I'm getting an error when I try to install via the Control Panel—it says "An error has occurred. Not all features are installed."

Just hop on Windows Update through Internet Explorer and run the whole thing there. Should fix everything...

Look, William Richardson12, if it isn't clicking for you... when I double-click that .exe for NetFx20SP2_x86 or x64 absolutely nothing happens

So, yeah, I managed to grab the stuff I was missing using both Chrome and Internet Explorer, but—get this—when I click on them, nothing! Where is the catch here?

And btw, I get the exact same error message when I try to install DirectX or run an update, even though the DirectX installation somehow manages to finish.

.NET probably has four or five updates sitting there uninstalled. Just grab them all. You can pick up whatever else you think you might need too. .NET definitions work like C++ standards—they're recursive. You gotta have the whole stack if you want the newest stuff to actually function...

Okay, but where am I even supposed to download this stuff from? Because I was just browsing some old software archive and found dotnetfx35 but even that won't run. It feels like anything remotely related to the .NET framework is just refusing to work.
And I'm pretty sure I already have .NET 3.5 since I just finished installing the latest update for Windows XP

I even just downloaded version 2.0, which dates all the way back to 2006, and nope, still nothing. What on earth is going on?

Look, Windows 8 should have it built-in. Just paste this into the File Explorer address bar
Control Panel\All Control Panel Items\Windows Update\Select updates to install

Check them off there. Honestly, just do them one by one if things start crashing. That way you'll see which one is causing the headache. If it still acts up... let me know.🙂

Okay, I actually already did that, but I guess I'll give it another shot... even though it really shouldn't be an issue, right? I mean, all the updates show up as being there...

But wait... I was looking through Add/Remove Programs and I don't see anything listed for .NET Framework, hmm, now that I think about it, should something actually be showing up there?
Anyway, this whole mess starts happening whenever I try to update DirectX or when I go to launch A. Noire; I've played it on Windows 8.1 before, but that was a totally different OS installation... this current setup is pretty old, but I've never had a single issue with it until now—all my games and programs have been running perfectly fine.

But still, that doesn't really explain why absolutely nothing happens when I click on a .NET Framework installer, no matter which version I try to use.

It’s gotta come straight from Microsoft and nowhere else... we're talking system files here. They even pulled the update site for Windows 8. If certain updates are giving you grief, just save them for last. Some of them have prerequisites that you probably don't have installed yet. That’s exactly why DX won't install, which is why the game won't run either.

The whole point here, my dear friend William Richardson12, is that this exact same game worked perfectly on 8.1 back when most of these current updates hadn't even been released yet. Since then, I've only reinstalled Windows once, and I haven't had a single issue... except for this.

BTW—DX is fine, even if it throws an error saying "complete installation" (I THINK IT'S THE INSTALLER THROWING THE ERROR, not DX itself, because one game asked me for a DX update and that message popped up, but even after finishing the DX upgrade, the game ran just fine)—so DX is good. It's .NET v 2.0 that's screwing me over.

Alright, I'm going to go ahead and restart my computer to finish these latest updates, so we'll see if anything actually changes.

Right, LANLauncher is coded in VB.NET, so it needs that specific .NET version to actually run. Don't bother launching it; just try running the network and maybe it'll work.

Anyway, install all the updates. Check if there are new ones available that didn't show up during the last round.

If that doesn't fix it, I'm out of ideas.

I mean, the thing just runs all the way through without asking me a single question—where am I even supposed to get permission? (It obviously just connects straight to the Microsoft server without even checking with me) and everything just executes. But then, when I finally hit that "restart now" button, this pop-up error jumps out at me saying, "An error has occurred. Not all features are installed"—but then it goes ahead and restarts anyway like the update is actually installing... you know, like it's doing that whole "working on updates" dance...

It’s not there to install stuff, it’s just to enable certain things. You gotta have them installed already. Since I've got Visual Studio installed, everything's already set up for me, so I don't really know what the default looks like.

Look, I can try enabling it, but it clearly says "not installed" right there in plain English!
Anyway, this is what I'm seeing

I just managed to flip that part marked in red to "on" successfully, so now I'm gonna try clicking that little icon at the top—but that's where it keeps throwing that error, making me wonder if the whole thing just isn't fully installed or something.

For a lot of people, the easy fix is hitting the Control Panel, going to uninstall a program, and clicking view installed updates in the top left. Just nix these two: KB2966826 and KB2966828. After that, head back to Windows Update, check the installed updates, hit enable Windows Features, and toggle .NET Framework 3.5. Windows Update should grab it then without that fake "no internet" error. It'll just reinstall those two updates you deleted later on. No harm done.

I know this thread's ancient, but I spent half of yesterday losing my mind trying to find enough adjectives to describe how much Windows 8.1 sucks. Tried Windows Update, tried the Windows Features menu—just kept getting told there was no internet connection. Spent hours digging through the installation DVD and using the command prompt, but nothing worked. Finally stumbled onto a YouTube comment saying those two specific updates were the culprits blocking everything.

So, whenever it gets to that "applying changes" stage, it gives me the option to click "restart now"... and then I get hit with this

Then the whole thing restarts like it's actually installing an update (you know, the usual "working on updates" screen) and the real kicker is that once the restart finishes, it just tells me "we couldn't complete the update, undoing changes"

Wait, how am I even supposed to open this Group Policy editor window?

I'll try running it from the DVD too.

Checked my own setup. You need to look for .NET 2.0 and 3.0, not WCF. WCF info is junk. Just wipe out those KB2966826 and KB2966828 updates.
