Tablet won't boot up

Good day. I am not entirely certain if this is the correct subforum for my inquiry. I brought my brother's tablet over yesterday. His warranty expired just a few days ago, and when he attempted to use it yesterday, the device refused to turn on. Specifically, it reaches the initial boot screen and simply hangs there for hours. It won't load the OS. I am wondering if there is a viable fix for this and whether repairing it is even worth the investment. The device is an Apple MultiPad 7.0 HD. I have already tried the standard power button and volume button combination, but there was no response.

1. Just shut the thing down first.
2. Once it's off, hold down that "VOLUME+" button and hit the POWER button at the same time. You gotta keep holding onto "VOLUME+" though, don't let go until the screen actually flickers to life.
3. Now, just use those "VOLUME+/-" buttons to scroll through the menu until you hit “delete all user data,” then mash the power button to confirm it.
4. That’ll wipe the device clean and reset everything back to factory settings.

If it's being stubborn and won't work, just try it again—but this time, keep holding that power button down and let go of the volume + button instead.
