Trouble with Microsoft 365 automatic replies

I'm messing around with my Microsoft 365 settings trying to set up an out-of-office auto-reply, but I have this very specific requirement where I want people outside the organization to get the message while keeping it quiet for anyone internal.
The problem is that whenever I toggle the option to reply to everyone outside the domain, the system just applies it globally, treating my coworkers the same as some random person from a different company, and I can't seem to find a way to decouple the two groups.
Does anyone have a workaround or a clever idea on how to split these permissions?

If you're running Microsoft Outlook, you should see two different tabs—one for internal stuff and one for everything else.

I haven't really noticed that option popping up if you're just using the web version though...

I haven't noticed an option like that if you're just logging in through the web version.

I know for a fact there are two separate tabs, and once you set things up for people inside the organization, it just automatically applies those same rules to everyone outside the organization.
They really ought to be two different containers, but they aren't.
The way it works is that whatever you define in one gets applied to the other automatically.
