Williams is bringing upgrades, but they're specifically tailored for Alex. The simulations actually show him gaining a full second. Nicholas Latifi is probably throwing a fit because he's being left out of the loop on these improvements.
Look, Latifi is driving a car he essentially paid for before the season even started. If he wants the shiny new upgraded version, his benefactor is going to have to open up the wallet.

In Qualifying 1, Albon clocked a 1:20.1 on fresh softs, but during the race, he was nursing 50-lap-old hard tires while putting up 1:22.5s. He even mentioned after the race that those last 25 laps felt like he was back in qualifying mode.
From what I can gather, Williams is running a split cooling inlet which suggests the upper section might not even be for cooling, but rather just to help direct airflow toward the rear of the car.
The actual FW44 was tearing it up at Silverstone, and the first thing that really jumps out at you is that rounded nose design and those massive cooling inlets—they look absolutely enormous compared to the other cars on the grid.
