Not all files download at the same speed. It mostly comes down to how many seeders are available. More seeders typically mean faster downloads. For my setup, I have adjusted things this way: Preferences > Connection > Global Max download rate (kB/s 9) > Alternate upload rate when not downloading (kB/s 16) > Global Max download rate (kB/s 100). My current speeds are roughly: 1024 kbit/s for downloads and 192 kbit/s for uploads. Different connection speeds will require different configurations. Am I claiming these specific settings are perfect for everyone? No. But they work well enough for my needs.
