Alright, here’s the deal: we’ve hit the third stage, which is the decision from the Administrative Court. Once that court drops its ruling, there isn't really a standard appeal left. Instead, you've got the option to file a petition with the Supreme Court (per article 62 of the Constitution of the United States)

Once you've gone through the Supreme Court of the United States, you've pretty much exhausted every legal avenue available. Only then can you actually start a case with the European Court of Human Rights in Strasbourg (under article 35 of the European Convention on Human Rights)

Are we totally misreading the situation here?
The apartment is located in California, but since your parents were staying in Arkansas during the war, you're trying to figure out how to reclaim those housing rights or get the place back.
I haven't spent a ton of time digging into this specific mess, but there are a few things you really ought to clear up before you go dropping cash on a lawyer—like, was the housing right actually taken away through a court order? Who was the contract for the buyout signed with, and was that deal ever officially canceled? Have you even tried reaching out to the relevant federal agency or whatever legal entity holds that buyout contract?
Not totally sure I’m following exactly what you guys are looking for here, but maybe this clears things up a bit:
- first, you get a decision from the local county property office
- if you want to appeal that - the Department of Justice handles it
- then, if you're still not happy with how it went down - you file a lawsuit with the Administrative Court

Joshua Gonzalez49, you definitely have the right to get a Second opinion.
And honestly, you can totally ask to get treated at a different hospital too—it doesn't have to be just the one you're "assigned" to based on where you live.

Getting a Second opinion is actually protected under the Patient Bill of Rights. You can just ask your primary care doctor for a referral, and there shouldn't be any extra fees hanging over your head.

Check out Article 10.

A patient always has the right to seek a Second opinion regarding their health status, per the provisions in Article 8, Section 1 of that Law.

Under Section 1 of this article, any highly qualified specialist who wasn't directly involved in your previous care is required to provide that Second opinion if you ask for it, whether you do it verbally or in writing.

As for getting treated at a different medical facility... it's all laid out in the Code of Regulations regarding rights and conditions for mandatory health insurance.

1.3. Hospital Health Care

Article 43.

Insured individuals receive hospital care through contracted hospital facilities using a referral issued by their primary care physician or an ER doctor.
Usually, you'd go to the closest contracted hospital to where you live that covers the specific care you need, though you can go elsewhere under certain circumstances mentioned in Section 49, Subsection 3 of these regulations.
If you decide you want to be treated at a different contracted hospital instead of the nearest one covered by Medicare that your doctor referred you to, you can absolutely do that with your referral. Just keep in mind, regardless of which hospital is listed on the paperwork, you won't be eligible for travel reimbursement or ambulance services covered by Medicare.

Man, I’m dealing with the exact same thing. It’s definitely that dry heat from the furnace.

I don't mean to freak anyone out here, but... I totally went through a phase just like this once. I was eating like there was no tomorrow—seriously, like three or four times a day—and hitting the bathroom way more than usual, too.
