You have to distinguish between account maintenance fees and transaction fees. In certain account models, you get a specific number of free transactions included per month.

Your logic doesn't quite hold up here. If there hasn't been any transaction activity within a six-month window, that monthly maintenance fee isn't being charged. A service fee itself doesn't count as account activity.
