The guy is basically admitting business deals were made on the street. He's a textbook Republican dinosaur. And now he's telling others not to bother applying for the contract. He should just head over to Italy or France and pick up whatever he wants without a bidding process.
Puljak needs to call out this kind of slimy behavior and stand with John Doe instead of staying silent for weeks like a coward. This is exactly what gives ammunition to the people calling him a fake, especially when he talks about fighting corruption... Puljak, speak up.

Let me check with her before I blow up a 20-year friendship"? Plus, the guy is an adult—probably in his 30s—and he can make his own choices about his dating life. Don't act shocked or heartbroken if he ends up staying with her, and stay out of it. If he asks what you think, tell him. If he doesn't? Shut it and live your life.
First off, stuffing puppies into a bag is straight-up abuse. I mean, come on, would you shove your own kids into a bag like that? Of course not, because they could SUFFOCATE. You can tell this guy didn't give a damn about those pups—he didn't even notice the bag getting tossed around during the flight, let alone ignore them whimpering for help.
But look, I’m not making excuses for the people attacking his wife and kids. That’s just as wrong. He still needs to face the music for what he did, though.
