Feel free to browse around, but I honestly think League of Legends just isn't built for AMD hardware; in my opinion, even a Pentium might actually outperform an FX 6xxx or an FX 8xxx series chip when it comes to this game.
From what I can gather, if you're looking to play League of Legends, an Intel processor is probably a better bet than anything from AMD. I'd also suggest going with Nvidia just so you can take advantage of Shadowplay, since it should hopefully put less of a strain on your CPU

It’s necessary. Not just to manage the heat, but because of the noise levels too. If you aren't planning on overclocking, you might as well just go with Intel.

Why wouldn't it work? It's just a solid budget power supply. It probably won't even break a sweat paired with an Intel Core i5-4460 and a GTX 960. Besides, the i5 is generally a better gaming processor anyway

I’d suggest just grabbing a single 4 GB stick of DDR RAM, if only because it leaves you some breathing room for an upgrade down the road. I really wouldn't bother with anything like 2x2...
If you don't find yourself needing massive amounts of storage, I'd say just go with an SSD

What’s the deal with payment methods? Are we looking at using AutoCAD or maybe some 3D modeling software? And I guess you might want to know if there's going to be any gaming involved?
The i3 is significantly more powerful than either a Celeron or a Pentium. If you include an SSD, it doesn't really push the budget too far, and honestly, it's just a good idea to have one.

If you aren't already running an SSD, I’d say you should definitely grab one. It’s going to feel like a massive upgrade compared to what you have now, I guess.
Personally, I’d probably go with the i5 over the AMD option here.
