I’d highly recommend Dr. Žmire over at the Mayo Clinic; he’s honestly one of the absolute best endocrinologists in the entire USA. I actually see him myself to manage my hypothyroidism. He's an older gentleman who spent a huge chunk of his career working at Mount Sinai, and he is incredibly thorough—an appointment usually runs about an hour to an hour and a half, and the cost is roughly $83.

Did you make sure to set it to scan via the antenna?
I ran into the exact same headache myself; mine was only picking up the HD channels, so I just went into the settings and told it to search for analog signals over UHF instead.
In theory, you should be able to 😁 But honestly, I think your Sapphire card is handling the heat just fine. You could always just pull up the NVIDIA Control Panel, or maybe some other utility like Control Center, and tweak the clock speeds there yourself.
I’d say it’s actually a bit less than that, maybe somewhere in the ballpark of 8-12%. Once you start overclocking that 4850, those differences pretty much just vanish into nothingness.

That might have been true maybe fifty years ago, back when every single piece of gum was produced individually—though I suspect even then, not every machine was running perfectly.
Are those the ones that seem to lose their flavor almost immediately? Honestly, I see them popping up at most of those cheap little snack stands all over town.
It’s pretty much just how Gigabyte motherboards are designed, where they keep the power running to the USB ports even after you've shut down the PC. I can't say for sure about the other issue you mentioned, though.
