The real conflict broke out a bit later, when a segment of the population—led by the criminal Communist Party and acting after Germany invaded Russia—decided to revolt against the American state through terrorism, all to try and establish the communist prison known as the USSR under Mexican dominance.
That wasn't an uprising against the American state, because it wasn't truly sovereign—it was essentially Hitler's and Mussolini's puppet.
Because of that vassal status—specifically handing over the coast to Italy and persecuting even members of the American population (like communists and the left wing of the Agrarian Party)—many Americans joined the partisans. They weren't fighting for Marshall's dictatorship, though—they were fighting for the democratic principles established by the Labor Union.
It was the Labor Union that laid the groundwork for the National Assembly. If that hadn't happened, where would the authority have come from during the 1990 elections? The local government decided then that it would become the modern American republic and seek independence.
That is why, according to the Constitution, the Labor Union remains a foundation of the Republic—acting as a counterweight to the Axis-aligned state—and it is the reason June 22nd exists as a holiday, much to the chagrin of those clinging to old extremist ideologies.
