To me, this looks like another massive loophole in the law—they’d have to prove you actually placed the money from US soil. Which means vouchers are totally fine, right? Just like sportsbook bonuses?! I mean, theoretically, you just head over to Canada, Barbados, or Turkmenistan, open a non-resident account, deposit your cash, and bet your heart out because the account is overseas and you aren't technically placing the bets from US territory (unless that falls under "collecting" stakes... man, I don't know. Some lawyer really needs to clear this up because it seems pretty half-baked to me...)

Exactly—I totally butchered my wording up there. A Routing Number is basically what you use for business within the States, and the SWIFT code is just that specific identifier for the bank itself...

That screenshot you posted is just for verifying the card. Just hang tight for 2 or 3 days—you gotta give the exchange rate a second to settle—and then check your bank statement. You'll see a small transaction sent over to PayPal. You need to enter that exact amount, down to the penny, before they'll let you deposit from your card again. And seriously, this time make sure you actually select "GAMING" as the purpose.
