Look, I’m not sure if this will actually solve your problem, but I had a similar headache with my laptop once. I ended up having to hunt down entirely new drivers for the pointing device—you know, the touchpad. After I swapped out the stock Dell drivers for some different ones, the whole thing finally stopped acting up, and honestly, even the keyboard started behaving a bit better.
If I had to guess, I'd say you've got a driver conflict somewhere that's just gumming up the works.

It’s used to connect to a second Wi-Fi network.
So, basically... you can maintain two simultaneous connections using just one single Wi-Fi adapter.

It would be logical to find a setting in the Control Panel under Keyboard, but apparently, that option doesn't exist. -.-

If you're running a laptop with the original factory software, you should have received a specific utility designed to handle those settings.

Everything was working fine, then I just completely forgot about it.
For context, it’s a brand new Toshiba laptop with 4GB of RAM running a 32-bit version of Windows.
Since the computer is fresh out of the box and Windows was just installed, it's entirely possible I'm still missing a few things.
I went ahead and installed all the drivers right at the start. Hopefully, that covers everything, because once I ran Slim Drivers, I didn't get any more alerts about missing hardware.

Did the 32-bit Windows come pre-installed on the laptop?
And it isn't activated?
Is it a pirated copy?

Honestly, Windows 7 is pretty much the only OS I can use without having a major grievance.
You’re free to feel however you want... but maybe give it a second thought before you commit to that.

Honestly, the processor is what actually matters, not the RAM.
Windows 7 only eats up maybe 500MB of memory at most. Everything else is left over for your actual apps.
With 4GB, you can install just about any graphic design software and actually get some work done.

The average user isn't going to need more than 2GB for anything.
Unless, of course, you're gaming... but that's a whole different conversation.

Look, I wasn't exactly suggesting that anyone should avoid buying RAM altogether. I’m currently sitting here with 4GB myself and, frankly, I'm not exactly thrilled with the performance. But my point is that you can absolutely get by on the internet with just 1GB; as long as you aren't trying to run heavy software, the lack of memory isn't going to make the computer crawl. :)

Fair point... honestly, he should just go ahead and pull the trigger on it. It's about time, really. haha

It isn't stuttering... honestly, there's actually enough free RAM to get things done.
The real bottleneck is how much power you have under the hood with your processor.

Well, just set up a Gmail account within Outlook. Right now, it’s acting as your default client.
Alternatively, you could install a different mail client... though I'd bet anything you don't have anything else installed besides Outlook...
