People tend to get a bit carried away in the heat of the moment, but most of them settle down once they receive a polite warning.
Of course, this method only holds water if the moderators are willing to cooperate; otherwise, it ends up being counterproductive, just as you suggested.
And it isn't as though everyone is just sitting around waiting for an excuse to be insulted—believe it or not, there are plenty of decent users on this forum who are perfectly willing to engage in civil debate when given the chance.

I only report insults, hate speech, and trolling. And even then, only if the behavior continues after a warning has been issued.

Well, honestly, there are those moments when you start a discussion with someone and things just spiral out of control, eventually devolving into outright insults. In those cases, I make sure to give a warning that I’ll be filing a report. It’s a necessity. I wouldn't dream of egging someone on toward bad behavior only to sit back and gloat about it afterward, haha... though I did manage to get the better of him once 😍

True, but that information is strictly for the moderators.
I absolutely detest logging onto the forum the "day after" only to find I've been slapped with a warning for off-topic posting or something similar. I always find myself wondering who on earth decided to report me... yet I have no right to know.
And then there are those slippery types who lack any real arguments; they provoke you, pull back, and then turn around and report you for being off-topic. Or for "trolling," simply because you called them out on their own trolling. 🙄

Oh, by all means, I certainly have nothing of importance to announce to the masses today.
But I must say, it truly grates on my nerves when certain types of people—those who wouldn't dream of actually contributing to a discussion—decide to play hall monitor and report off-topic posts instead...😵

I find myself in complete agreement with steelskipper5 on this particular matter. Having observed John Doe’s typical writing style over time, I believe such rhetoric should never be tolerated—especially when someone consistently attempts to mask blatant hate speech behind a series of smiley faces.
One only needs to glance back at his previous posts to see clearly how "benign" his discourse truly is... it becomes obvious quite quickly.

Yes, I agree that the proposal is somewhat incomplete.
However, there really is no need to insult the community members by calling them "idiots," especially since we already have plenty of idiot mods 😁 and the person who selected them ends up looking like an idiot too...🤔 ...but I shall leave it at that...
