I actually think the rules from WTCC were pretty solid.
They use weight penalties as a sort of handicap system.
For instance, the leader gets slapped with a 100 kg weight penalty, second place gets 80 kg, and so on—it might make things a bit more interesting during seasons where one driver just completely dominates everyone else.

Even if it were just Scuderia Ferrari, everyone would probably just close the gap to Sebastian Vettel.
After a few laps, he'd likely pull away by another 10 seconds again.

I feel the same way about teams getting into Q3 only to stay tucked in the pits—just managing tire wear or whatever.
Total snooze fest.
Though, I suppose I get it—Elizabeth Hughes messed things up with those tire set limits, so they're basically forced into this behavior during qualifying.
