In our case, we didn't even implement a complete lockdown, so I truly believe we didn't go to any extremes. Furthermore, it is an issue—and something I have witnessed firsthand within certain sectors of the public service I deal with—that people have interpreted safety guidelines very selectively, often interpreting them in whatever way allowed them to do the least amount of work. I wouldn't be surprised if that's been happening in parts of the non-COVID healthcare sector too. But then again, that is simply a flaw in a decaying system, and that decay has merely become more visible due to this stressful situation.
And perhaps that’s for the best; maybe more people will finally see things for what they are. Because once the virus passes, the rot will still be there.
And there's an added issue, which I've personally witnessed in parts of the public sector I deal with, where teams were being incredibly loose with safety guidelines—I mean, really stretching them to do as little as possible. Honestly, I wouldn't be surprised if it's the same story in parts of the non-COVID healthcare sectors too. But that's just a symptom of a rotten system, and all that rot just became way more obvious because of this high-stress situation.

And this was filmed long before COVID-19 ever existed.
Sure, it's a Romanian film, but it's effectively the same nonsense you'd see if it were filmed right here in the States.
Honestly, I recommend this movie to everyone; it's excellent.
Government employees love doing this. When you show up, their first thought isn't how to help you, but how to get rid of you and ship you off to someone else.
It has nothing to do with COVID-19. This could have happened anytime, and most likely, it has happened countless times before.
