I'm not sure when they updated this, but looking at the fees, it shows that using Scan & Pay for bill payments is free until 12/31/2022, instead of 8/31/2022.👍

Sometimes the app just refuses to scan the 2D barcode on a payment slip. You can try taking a photo with your phone first and then uploading it directly from your gallery; that’s worked for me when live scanning fails...
