Just search PassMark for the Ryzen 5 3600, and do the same for any other CPU you're looking at. It’s an easy way to see which one performs best. The Ryzen 5 3400 g ?? has integrated graphics roughly on par with an old HD 7750 or 7770... it really just depends on what you need. That Gigabyte B450 gaming x motherboard is a solid pick, though you could go with a B550 too. The Ryzen 5 1600 af is a pretty good deal if you want to save some cash...
Don't waste your money on adapters for $83. Just grab a used graphics card where the HDMI specs are actually listed... you can definitely find some decent ones for cheap...

My CPU is definitely too weak regardless. I'm looking at a B450 motherboard paired with a Ryzen 1600 AF It seems like the best value, and it would be a massive step up from what I'm running now.
How's the CPU usage with the Adobe Premiere Pro version? And is the GPU handling things faster than before?
If you have software that supports GPU acceleration, maybe you could borrow an NVIDIA GTX 1060 or even an RX 570 or 580 to test out some encoding. You can find those kinds of cards used for $233 pretty cheap...
There’s a lot we have to assume here The specs listed only cover what comes used $133. If he swaps in a used GTX 1600 from $233, he'd see a massive speed boost thanks to those CUDA cores . Could you list the full build? Processor, motherboard, RAM, SSD? Or is he just embarrassed by his current specs?
If he's upgrading the CPU, he'll likely need a new motherboard and RAM too... maybe an SSD if he doesn't have one yet...
If you grab a used Ryzen 2200G, you can save about half the cost of buying new. The Ryzen 2200G and the R3200G are basically the same thing... the latter is just newer. Both have built-in graphics that handle 720p gaming just fine. It's a ton of fun for very little money. Check YouTube to see what games you can run on a 2200G with its integrated graphics. If you toss in a used RX 570 or an RH 580 for around $100, you’ve got a real gaming machine here. A cheap motherboard works fine. Just make sure it's an AM4 socket so the 2200G actually runs on it, whether you buy it new or used. For RAM, go with 2x8 GB DDR4. Try to get matched speeds at 2400 MHz, though if you can find 3000 or 3200 MHz, even better. An SSD is highly recommended, but used hard drives are incredibly cheap right now. Any decent power supply will do the job—just avoid those no-name brands. 400 W should be plenty. You can find tutorials on how to put this all together on YouTube.

If you can't find a 2200G, you could pick up a Ryzen 3 1200 or a Ryzen 3 1300X for $50-$60. Since those don't have integrated graphics, you'll need a dedicated card. You could grab an ATI R9 270 for about $40 or a used GTX 770 GTX 780 for $50-$60.
In that case, you'll need a beefier power supply, maybe 550 or 600 W. But if you find a newer GTX 1050 for $60-$70, a 420 W Fortron would work too.
If you pair it with an Intel Pentium G4400, or better yet, a Core i3 on a 110 series motherboard for $133, it could work pretty well... maybe even less for $67 if you pop in 8 GB of DDR4 RAM. If that isn't enough, just grab a GPU and an SSD later.....
Or honestly, just buy a graphics card now and see if you actually like it. If you're planning on upgrading the CPU on your current board, check the manufacturer's compatibility list first to see what fits. For $67, you might want to hunt down a Phenom II X4 955 3.2 GHz or a 965 3.4 GHz—those are still solid processors.....

Run Speccy to pull your full specs so we can figure out exactly which motherboard you're running.
The AMD Athlon 245 is a total disaster, and the integrated graphics on that board are even worse.
If you're rocking an N68 with or without UCC, don't even bother trying to upgrade it. That thing is a complete wreck.
Post your specs so we can see what kind of rig you're running.
Are you playing 4K movies? You'll need some decent hardware for that... Are you streaming them from a hard drive or just watching on YouTube 1080p?
Check Task Manager. See if your CPU or RAM is hitting 100%. If either one is maxed out, that's why everything is stuttering.
Do you have an SSD?
Some beefier, newer GPUs have built-in 4K decoders, but the GTX 1050 doesn't. Those modern cards take the load off the processor, but without one, your CPU has to handle all the decoding... depends entirely on how powerful your CPU actually is.

You should've picked up at least an RX 580 or a GTX 1070 with 8 GB of VRAM instead of the GTX 1050. Obviously, stronger cards would be even better
