Braces/Invisalign discussion

I was wondering if anyone could point me toward a good orthodontist in either Indianapolis or Washington, D.C.? I’m turning 17 soon, so I really want to get my teeth straightened while I still can
Also, does anyone know if there's some specific rule orthodontists use to decide if they'll cover the cost or if you have to pay out of pocket? I'm talking about fixed braces specifically...
