Frenectomy procedure: What to expect?

I’ve been dealing with a persistent issue with my frenulum—it basically prevents me from pulling the skin back all the way. I'm trying to figure out how common a procedure to fix this actually is. What are we looking at in terms of wait times, the recovery process, and everything else? Also, just to clarify, is circumcision even necessary if you're only having the frenulum addressed? One more thing—and I’ll definitely be running this by a urologist, obviously, but I wanted to see if anyone here knows what they are first—does anyone recognize small white bumps located near the base where the hair grows? They look a bit like tiny pimples, but they aren't. Thanks.
