So, I'm looking for a workstation for graphic design, roughly $1667 including tax. Just the tower, though—it needs to come with Windows pre-installed.

I saw some "Dominator" build on an Insta computer shop's site for about $520, but I have a feeling it doesn't include the OS. What's your take on that?

What actually matters most for graphic work? Specifically, I'll be running the Adobe suite: Illustrator, InDesign, and Photoshop.

I guess there might be two of them. Maybe? Maybe someone is looking for Kingston DDR3 1600MHz, C11, 8GB RAM (KVR16N11/8).
It's a Toshiba P300 1TB, 64MB, 7200rpm.
The ASRock H81M-HDS R2 motherboard.
The Fortron Hexa plus 400 power supply.
I guess it's an Intel Core I5 4460.
GeForce GT 740 1GB GDDR5, INO-N740-1SDV-D5CWX
It looks like we're talking about a Microsoft Windows 8.1 DSP 64-bit Eng DVD (P/N: WN7-00614).
The MS VOYAGER case, just the chassis without the power supply.

total : $900 USD USD $1710 total : $900 USD USD

You could probably ditch the graphics card entirely—assuming you just need some GPU acceleration for processing—and swap it out for a Samsung 850 250GB SSD instead. Honestly, that might be the smarter move, since the CPU and RAM should be able to handle the heavy lifting just fine on their own.

Is this PC going to be used for an office setup?

Or maybe something like this:

i5 4460
GIGABYTE H81M S2V
Kingston 8GB 1600 MHz
Patriot Blast 120GB SSD
Toshiba 3.5" 1TB SATA 3
NVIDIA GT 740 2GB DDR5
XILENCE R7 500W
NAVIATEC Z1 ITX/MATX
Windows 10 64-bit English

= $1733 That includes assembly and shipping, too.
