The uses for this machine are pretty varied, though I’d ideally like to be able to run some newer titles without everything crawling to a halt. I'm planning to handle the purchase through a family friend, but if anyone has any solid recommendations for where to pick up a decent PC in Miami, please let me know. Any help would be appreciated. My budget is capped at $1500.

The Windows software is genuine, but I'm just talking about the installation itself, not a full retail purchase. Does anyone have a recommendation for where to buy a license in Miami? An elderly relative isn't comfortable buying things online.

I am looking for some expert guidance regarding a PC configuration. The specs provided aren't particularly detailed, which only complicates matters further.
Here is what I have to work with:

Intel Core i3 processor
8 GB RAM
128 GB SSD + 500 GB HDD
Radeon HD 7700 Windows 7 Ultimate
Windows 7 Ultimate
PRICE $1400

That is unfortunately all the information available to me. EMERGENCY—I need some advice and a second opinion.

What's the plan for this build? Where are you looking to shop, and what kind of budget are we working with?

Toshiba DT01ACA050 500 GB 3.5
LG GH24NS sat Bulk Black 24x optical drive.
Patriot Signature Series, D3, 1600MHz, 8GB (1x 8GB) PSD38G16002
Black Zalman micro tower case, ZAL-ZM-T2 plus.
I guess it's the Asus H81M-K.
It’s an Asus H81M-K Chicony high Power 80 500 w pas.
Patriot SSD Pyro R550/W530, 120GB, 7mm, 2.5" PP120GS25SSDR
It looks like we're looking at an Intel Core i3-4150 running with Intel HD Graphics 4400. I guess that's a pretty standard setup for basic tasks.
The MSI Radeon R7 265 2GD5 OC features 2GB of DDR5 memory and comes equipped with DVI-I, DVI, DP, and HDMI ports.

All in all: $1420 I don't really have much to say about centro.hr. Maybe it's just me, but I haven't found much use for it.

And how does one actually navigate that gov.uk site? If you could walk me through it in more detail, I’d appreciate it. I’m having a bit of a hard time following the logic here, which is frankly pretty obvious

The use cases are pretty broad... though I’d definitely prefer being able to run some modern titles. I'm buying this through a family friend's business... it's a long story. The budget is capped at $1500.

Could someone please walk me through how the process works on the gov.uk website as well?

Maybe there's a slightly better option out there... are the Windows versions genuine? I guess if you aren't using this rig for office work, you might not even need an official license. Just my two cents...

We don't know which specific i3 you're talking about or which GPU is actually in there—whether it's a Radeon HD 7700 Windows 7 Ultimate version with DDR3 or DDR5, or maybe a 7770 or 7790. That difference matters immensely. I also need to know the motherboard, the power supply, and the case. If this is just some used setup or a pre-built rig someone slapped together, just skip it.

Here is a comparable new build:

1 x Intel Core i3-4130 Processor, 3.40GHz
1 x ASUS H81M-K, 1150, Intel ® H81 express chipset, DDR3
1 x DDR3 8GB (1x8GB) Crucial, 1600MHz CL11
1 x Sapphire R7 260X 2GB GDDR5, 2GB GDDR5 128bit, 28nm
1 x WD 1TB HDD, Caviar Blue 10EZEX, 1000 GB, SATA3, 64 MB, 3.5", 24mo
1 x Samsung 120 GB 840 evo Basic, SSD, 120 GB Capacity, 2.5"
1 x XFX Core edition 80 450W PSU - EasyRail technology
1 x ZAL-ZM-T2 plus micro tower case. 189(W) x 427.5(H) x 364(D)mm
1 x LG GH24NS DVD burner, DVD±RW, 24x DVD±R, 8x DL, 40x CD-R

$1413 This is all brand new, featuring a much stronger graphics card, an excellent power supply with a 5-year warranty, a top-tier SSD, and a 1TB hard drive...

If you're paying cash, I’d suggest ordering from retailers like Newegg or Micro Center instead. They’re significantly cheaper, totally reliable, and they often throw in free assembly and stuff like that. You can even pay via COD when it hits your doorstep. If you happen to be in Los Angeles, maybe check out Best Buy:

Keep an eye out, though—that GPU is on sale until August 11th.

With that $67 buffer of about $4,500, you won't find anything meaningful performance-wise at Best Buy anyway—they don't carry the Intel Core i5-3570K, an i5 won't cut it, a beefier GPU won't fit, and they don't stock SSHDs... You could maybe pick out a nicer case if you really wanted to.

So, they handle the actual assembly while I just order all the components you recommended above... then once the courier hits my doorstep, I settle the bill. It seems like a solid, reliable way to go, since I've never actually ordered a full setup like this before.

Exactly. You just click through the component pages, toss everything into your cart, and proceed to checkout—where you'll enter your info, shipping address, payment method, and select your delivery options. It’s a foolproof process. I'd recommend doing a quick Google search for the specific retailer's name to check out user reviews first. For instance, if you use Newegg, they offer free shipping (which isn't a huge deal anyway) and free assembly on orders over $667. From there, all you have to do is install the OS and your drivers. There are plenty of reliable shops like that
.
On another note—is an SSD absolutely mandatory? I'm asking because if we ditch the drive (or maybe go with an SSHD instead), we could potentially squeeze more gaming performance out of the build by opting for a beefier GPU or a more powerful processor

If you don't mind, go ahead and put together the best possible budget gaming rig for that price range. I just need the OS and drivers included... and honestly, how much of a headache is installing those drivers? Can I handle it myself, or am I in over my head? haha

I appreciate the help... I'll let you know once I've made my final call.
One more thing: regarding the drivers—is that going to be a headache, or can I just breeze through it without any issues?

Just have whoever built your PC handle the driver installation—it’s a breeze if you actually know your way around an installer. You just run the setup from the motherboard disc, toss in the GPU drivers, and you're good to go. Sure, you get a disc with the graphics drivers included, but honestly, it's much better to grab the latest versions online, especially if you're running something more powerful than this (just fill out the fields and download it). Plus, there's an auto-detect and install tool available that works perfectly fine
.
By the way, I linked your components above

So, does that site cover everything from the macOS installation to the drivers, or am I just looking at the OS itself?

Man, if I had someone constantly itching to hand me cash just to handle a Windows installation... 😍

Just kidding. Sort of.

But seriously—if you're heading into Chicago in a couple of days, I can get that sorted for you for the price of a decent rotisserie chicken. 😁
