The fact remains that he isn't justifying anything; he's just making excuses about what couldn't be done. I guess if things are truly that tense, you could always just DIY a flag on two sticks, write some message, or at worst, spray paint something... if it's really such a huge deal.

What’s the big deal with flying the Vatican City flag in Russia? Does everyone need to know we're Catholic? Personally, I don't mind it at all and actually think it looks cool when it's out there. My point is, if we really care about showing that friendship, it would look way better if we just put that banner or flag on two poles instead.
