Best private clinics in town?

Is there some kind of agency or inspectorate—whatever you want to call it—that keeps an eye on private clinics? Like, who actually oversees them if things go sideways? Is there a way to report incompetence at a private practice?
Here’s the deal: we went to a private clinic with a specific issue, and they promised us a fix, no questions asked. Well, nothing happened. They took a huge chunk of change from us, and now they’re totally ghosting. The doctor isn't even picking up her phone. Can I report this somewhere, and what should my next move be?
