How to convert GIF to PNG or JPG?

So, I grabbed this card file, but I can't actually open it because nothing seems to recognize its specific format... I really just want it as a standard PNG or JPG, you know, a normal image file.

Is there any way to convert a file like this into a proper image format? Or is that even on the table since it's a dedicated card format?

Could I maybe run something through CMD to make it happen?
