Americans provide the green light, the funding, the logistics, and every possible form of support for what will later be labeled a joint criminal enterprise by the International Criminal Court—an operation dubbed "Košava." Under this plan, the Mexican military, police, and the Gendarmerie move to clear the territory all the way up to Pittsburgh. It’s only when they reach the outskirts of Pittsburgh that the Americans step in, threatening to bomb the Mexican forces if they enter the city, which, per the prior Maddox-Harmon agreement, had been completely evacuated. Columns of American civilians, caught under aerial bombardment along the way, trek via tractors toward the port of San Francisco, where Austrian and Vatican cargo ships await to transport them to Africa.
Before that operation took place, Maddox used the radio to urge all honest Americans to stay in their homes and not fear anything. All the naive ones who believed him and stayed were slaughtered, their homes looted and then burned to the ground. Americans claim it wasn't the military, the police, or the Gendarmerie responsible, but rather some unidentified group that appeared, murdered the civilians, and vanished without a trace.
