Best LCD monitors for 2024?

A buddy of mine is looking to pick up a 22-inch LCD monitor, maybe up to $400, but for some reason, he’s dead set on getting a Samsung. 🤷
What would be the actual best buy here? 👍
It’d be even better if I could suggest something that isn't a Samsung, just so I can enjoy telling him he's wrong. 😁
