Best software for editing VOB files?

I recently stumbled upon some old video files recorded on a camcorder about 50 years ago—well, maybe not quite that long, but they've definitely been sitting around for decades. They were burned onto a DVD and are in that old VOB format (specifically VTS_01, VTS_02, VTS_03, and so on).
What I'm looking for is a way to extract a few specific segments from these files and merge them into one single, cohesive file.
I've tried messing around with a few standard video editors, but it seems they don't actually support the VOB format out of the box.
Does anyone have a recommendation for a program that can handle this kind of export?

While their suggestion to convert the files is technically sound—it certainly grants you more creative freedom with the footage—finding those specific legacy programs after twenty years is an exercise in futility.
There isn’t actually any loss in quality during the conversion process; at the end of the day, the data remains digital.
