Dell Inspiron CPU issues

Hey,
so I picked up this model mentioned above without an OS pre-installed. I went ahead and installed Windows 7 Ultimate, but my CPU usage is sitting at over 60% constantly—and if I try to open a browser, it hits 100% immediately and everything just starts stuttering.
I've formatted this thing ten times now—tried both 32-bit and 64-bit versions, swapped from Home Premium to Ultimate, etc.—but it’s always the same story.
For drivers, I grabbed the wireless and LAN ones, then went to the AMD site to get their utility to find the best driver for the laptop, which I installed, and I even tried pulling stuff from the Dell Inspiron site, but nothing changes.
Basically, I have a totally fresh Windows install with nothing but Chrome and the drivers on it, yet I still can't even play an HD video on YouTube. 🙂

What kind of CPU is this? I can't seem to find it anywhere.

Just as a bit of helpful advice... have you made sure to install EVERY single driver required for your laptop?

It’s much like how a car needs specific parts to run smoothly; your graphics card has its own dedicated drivers that need to be properly set up.

And yeah, the graphics card needs its own drivers too.

Device Manager shows that all my drivers are up to date
The SM bus controller, Universal Serial bus controller, and an "Unknown Device" don't have any drivers for them
Those three are sitting under "Other devices"—meanwhile, the Universal Serial bus entries at the bottom of the list show ten items that are all supposedly updated

The processor is Dual Core, but it’s weak... only 1GHz?
macOS needs at least 1GHz just to function somewhat decently.
And the laptop CPU is...
Plus it only pulls 9W

Two words:
WEAK CPU

So, I guess I should just go ahead and slap Windows XP on it then?

I mean, you could try. Windows XP doesn't really hog the CPU or RAM.

EDIT: Just check the manufacturer's website first to see if they even have drivers for Windows XP.
