I suppose people simply ignored the warnings. I know I certainly didn't see them.
There is one pinned notification.
Everything.Individual warnings per topic don't really seem necessary, I guess.

I suppose that's it. It seems like there are rules that aren't being applied consistently. I suppose it's hard to say who's actually in the wrong when long-time users have just grown accustomed to a certain way of doing things.
Permitted. If certain behavior hasn't been flagged or penalized for a long time, I guess it’s reasonable to assume it was actually permitted.
