Mouse acting up / PC mouse issues

So, here’s the situation—apparently my sister’s mouse was acting up today, and I actually ended up unplugging it because I desperately needed it for my laptop. But ever since I gave it back to her—and I mean, I handed it right back—it just won't work!
On my laptop, it works perfectly fine, but on her computer, it’s a total non-starter. We’ve already ruled out a faulty USB port, too, since we tried plugging it into four different ports on her machine and nothing happens, yet it works flawlessly on mine...
Basically, you see the cursor on the screen, and the little optical light on the bottom of the mouse is definitely glowing, but the arrow itself is completely stuck—you can't move it an inch🤷
Does anyone have a clue what the deal is?

just plug him in first, then give the computer a full restart and it should start working... macOS needs to register the device from scratch
