User profile "recommendations" — thoughts?

Every user profile shows a "Recommendations" section. Most people I've looked at have a zero, though not everyone. For instance, I've got one recommendation myself. But I want more details. What exactly is this, and what purpose does it serve on the forum? How can I see who gave me that one recommendation? And how do I give a recommendation to someone else?
