Windows 8 error message help needed

Anyone know what's going on here?
The Control Panel is totally unresponsive—just dead. And even when it actually does respond, if I try clicking something like Windows Update, this pops up:

To put it bluntly, your Windows is pretty much toast—which means you’ll likely need to go ahead with a fresh installation. Before you pull the trigger on that, though, maybe try running a deep scan with your antivirus? It might also be worth giving Malwarebytes, CCleaner, AdwCleaner, or HitmanPro a shot just to see if they can catch anything...

You should probably consider a clean reinstall of Windows. It looks like you've picked up some Windows AIDS.

Can any of you smart folks tell me how to get around a multi-year ban? Here’s what I’m seeing:

Your account might not have enough clearance to view this page. Are you attempting to edit another user's content, reach admin settings, or hit up some other restricted area?
If you're just trying to post, the site admin might have locked your account or it's still waiting to be activated.

Forgot to mention, I'm running Windows 7.

So, do you have more than one user account set up on Windows 7? If you do, you probably aren't logged in as the Administrator—in which case, you’ll likely need to switch over to the main admin account just to get the permissions you're looking for.
