Honestly, it feels like everyone has been penalized at some point, yet they always seem to find some convenient excuse for Schumacher. Remember that incident from a few seasons back when they pushed him back onto the track just because "his engine hadn't stalled"? That was unheard of, both before and after!
As for the regulations, as soon as Mercedes showed total dominance back in 1998, they banned the exact materials they relied on most for their engine builds. If you look closely, none of these rules—whether it's limiting a driver to one qualifying lap or forcing them to use a single engine all weekend—actually hurt Michael Schumacher; if anything, they play right into Ferrari's hands!

It’s easy to be a champion when the FIA tailors every single rule to suit Ferrari. If you look back at the last decade and their decision-making, they're finally feeling the sting because of the exact results you just laid out above.
