I understand they need to be taken care of, because we aren't just talking about hundreds anymore; there are thousands of these heroes who clearly figured out how to cash in on their service (if they actually served at all), likely securing a direct deal to get "jobs" towing cars for improperly parked vehicles.
Fine, I get that part.
What I want to know is: under what legal authority, or which specific law, does this allow them to withhold my personal property unless I pay their towing fees right there on the spot? What law permits some guy sitting in an office smoking Marlboros—who looks like he should be digging ditches or building bridges instead of sitting behind a desk—to refuse to return my car?
Am I supposed to wait until I hand him the cash $120 before he releases my vehicle?
Am I in the wrong? Yes. Fine. Give me an invoice and I will settle the cost as soon as my finances allow. If I don't pay, the government has the legal tools to come after me. Am I mistaken?
But no, I can't get my car back unless I shove the money into his hand $120 immediately. And what if I don't have it on me? What if I simply don't have the cash right now?
His response was just a shrug and a claim that they had an agreement with the City of Phoenix: no invoices, just cash on the spot. What kind of agreement is that? What the hell?

I don't even know what to tell you. Less than a month ago, a tow truck grabbed my car even though I was in a legal spot. I wasn't looking directly at the car, and then some guy in blue tells me his boss ordered him to clear the street for something, so he couldn't let me take my car. I refused to move from in front of the truck, and after ten minutes of theater, we finally reached a conclusion. You can experience anything with these types. This city is run by lunatics; if they impound your car at a lot in Chicago at 8 PM and you find out at 11 PM, you might as well say goodbye to your car until tomorrow. It feels like outright theft of property and probably unconstitutional, but hey, that's how it is. And the payment situation is a whole other nightmare, especially considering the fees. Try calculating how much money they pull in if they only tow ten cars a day. THIEVES.
