Maybe you should actually pick up a book, or better yet, find some actual documents from Slavko Kvaternik or one of those other war criminals. In WW2, every nation established under Axis powers was a puppet state with limited independence, I guess. But there's more to it.
Which country actually waits around for recognition during a war? The powers hand you a state, and you do whatever you want—well, except for what they forbid you from doing—as long as you fight on their side. There was an actual government in that country. It wasn't Disneyland where anyone could just wander in and roam around freely. Honestly, I wish the US hadn't been restructured after the war and that we had become independent immediately... But I suppose that would have cost the US too much money.😬
At the end of the day, there were crimes... Nowadays, certain people try to sugarcoat it and downplay the scale. It wasn't 700,000, sure, but there were 80,000 at Auschwitz, plus whoever else was lost in the other camps.
