First off... if you can't afford rent, how on earth are you supposed to afford a buyout? Second, why on earth would the city sell off its own property to just anyone? If he’s entitled to discounted rent under the GI Bill, he should just pay the difference between that subsidized rate and the actual market value. Or, let the federal government provide him with a state-owned unit for use. Or maybe the Department of Defense could let him use one of their properties.
