I’d never agree to those shipping rates myself; I could buy something brand new for that much money instead. Shipping shouldn't cost more than $5.00. A package costs $4.25 for a value of $27 and weighs up to 5 kg. For anything else, you can calculate the price on the website. I don't understand what $13 is even paying for. When you ship it as a package, you get a standard confirmation. If the package gets lost, you're reimbursed the full declared value.
I honestly can't recall exactly when that happened $10, but I've been sending these out for three years now and it was always $5.00 until about six or seven months ago .

You could also just use a large padded envelope. Weigh it at home first, then check the rates for registered mail at the local Post Office. If the envelope is cheaper, go that route. Take the whole package, grab an envelope, and head over to USPS.com to run the numbers. Compare the standard parcel rate against the certified mail option; the cheapest and most reliable bet will be shipping it as a regular package. $4.25

Well, mine is taped up all over the place and goes through certified mail just fine.
You can't just send it loose in a bag. At least wrap it in some paper, add some padding, and ship it off. I usually put most things in a bag, then inside a shoebox with some wrapping paper and padding. For smaller or lighter items, I just use a padded envelope.
No, you should just use standard USPS mail If you want HP Express or City Express, they use delivery vans and usually arrive the same day or the next, but it'll cost you more
They’re pretty clever, aren't they? And you end up footing the bill for shipping again. It honestly feels intentional, like they want people to pay twice. You really have to stand your ground and demand free shipping; if I were there, I’d cause quite a scene at the post office.

It sucks when someone rips you off or an item isn't what you expected, but that's just the risk you take with online shopping.
I sent a small box containing powder samples over to Canada once. Usually, you just have to specify the contents on the envelope I don't know anything else about it.
Check with other banks; some might not require insurance I think your only real option at that point is finding a co-signer. A mortgage and your salary alone won't cut it.
