If things are tight, just grab something in the $300 range like what crimsonstag84 linked.
But if you've got some wiggle room, go for a $500 build with a GTX 1070 or even better.

where most hardware should theoretically work, yet your printer is just being stubborn and refusing to cooperate.
It’s highly likely we're looking at a missing driver issue, or perhaps Ghostscript didn't quite finish its installation process correctly.

You really have two ways to tackle this. 🙂
Either you hunt down a version of Linux that comes with everything pre-loaded, or you go the fresh route
by installing Windows 10 along with the specific drivers for your printer.
If you want to try the first route, I'd suggest putting together a bootable USB drive with either Linux Mint or maybe an Ubuntu build.
Otherwise, you could just grab a fresh Windows 10 ISO, install it, make sure those printer drivers are set up, and
see if that finally gets things moving.

After that, just download Hiren’s BootCD, burn it onto a disc to make it bootable, and fire it up. Once you're in, you'll find Partition Magic in there. From there, you can just resize your system and data partitions as needed.

Maybe give it another shot and try formatting it as FAT32 just to see if that actually gets things moving for you.

Maybe give it a shot by booting Windows 8 into Safe Mode. Just so you know, the resolution will be stuck at 800x600 while you're in there, but it might help us see what's actually going on. 🙂
