Well, you can use it as much as you want 😬 ...it’s true the PC is pretty weak, but I guess you could speed things up significantly with a few upgrades. Are you looking for a GPU because you want to play some games or something?
If you just want the whole thing to run smoother, I’d definitely grab another 4GB of DDR3 1333MHz (maybe $60$23) and a new 120GB SSD for about $50. Only then would I really start thinking about the processor or the graphics card, since you could always move those parts over to a different setup later on.
The R9 270 x is pretty much hitting the ceiling with that CPU. You’ll probably get decent performance in Fortnite, but PUBG might struggle a bit. Honestly, PUBG really needs those 8 threads to keep the frame drops and input lag under control. I guess you could try to compensate by cranking up the settings so the GPU stays pinned at 99% usage most of the time, but maybe just stick to 1080p on Very Low with High textures and low AA as your main tweak.
You’ll definitely need at least 4GB of RAM ($50 brand new, $33 used) and I guess you should try to find 1600MHz CL11 to match. You might even want to look into a GPU upgrade:
The Aorus and MSI Gaming X models sit somewhere in the middle regarding cooling performance (the MSI Armor doesn't even come close to them), though I guess the MSI might be just a tiny bit quieter.
If you're looking at the ASUS ROG model or the MSI Gaming X, you honestly can't go wrong with either of those three. I guess you should just check which one has the longer warranty and comes from a reputable retailer.
As far as new cards go, an NVIDIA RTX 2060 or an AMD Radeon RX Vega 64 are both in that same ballpark, and they'll both be over 30% slower.>30%.
Intel is probably going to drop some competition for the NVIDIA GeForce RTX 2070 and maybe some lower-end cards later this year, but I don't think we'll see anything tackling the NVIDIA GeForce RTX 2080 or better for at least another year. What kind of CPU are you running, and what resolution are you playing at?

It’s actually a pretty solid deal if you want to mess around with that beast... that specific model is often faster than a GTX 1080. Otherwise, yeah, it looks kind of meh compared to an RTX 2060.
A GTX 1060 isn't even worth considering at these prices. You're better off grabbing a 1660 Ti (around $833) or maybe an RX 570/580 (between $500). I figured the price would drop since Nvidia officially slashed it to $179, which should be about $500, but I guess that's not happening anytime soon.
